MoU with Department of Land Resources, Ministry of Rural Development, Govtrnment of India:

Department of Land Resources, Ministry of Rural Development, Government of India is the nodal ministry on land policy, administration and legislations governing the same

In May 2017, the Department of Land Resources (DoLR), Ministry of Rural Development, Government of India and the Administrative Staff College of India (ASCI), Hyderabad signed an MoU to collaborate for the effective planning, implementation and monitoring of the laws/policies relating to land acquisition and associated resettlement/rehabilitation of the displaced/affected people. The proposed collaboration would be on various aspects of Land Acquisition, Resettlement and Rehabilitation (LARR)–Capacity Building/Knowledge Dissemination; Research; Monitoring & Evaluation; Organising Dialogues/Discussion Forums on LARR.

Areas of Partnership:
1. Capacity Building:
Joint capacity building interventions for Central/State/UT-level administrative Staff on three broad aspects-Operationalising RFCTLARR Act, 2013; Social Impact Assessment and Resettlement Planning. The capacity building programs will happen at three levels.
(a) Short duration programs (one/two/three/five days) for Administrators.
(b) Training of Trainers Program for State Administrative Units/SIA Units
(c) Certificate Course on Social Impact Impact Assessment (SIA)/ Effective Implementation of LARR.
(d) Other capacity building activities mutually agreed upon by DoLR and ASCI.

2. Repository for lnformation on Land Acquisition and Rehabilitation & Resettlement and matters related thereto, including
ASCI shall also support DoLR in creation of a national database of of sector-wise, project wise, state-wise, land acquired/proposed to be acquired, people affected/displaced by development projects through the provisions of the RFCTLARRA, 2013.
ASCI shall support DoLR on creating a repository of information on real-time upto-date information on state amendments to RFCTLARR Act, 2013, important judicial pronouncements, important case-studies etc.
ASCI shall support the DoLR in monitoring the implementation of the provisions of RFCTLARR Act, 2013 in the country.

3. Other LARR Activities: DoLR and ASCI shall initiate other activities as deemed appropriate by both parties through mutual consent.
