CMLARR Annual Report

Administrative Staff College of India (ASCI), Hyderabad has been a frontrunner in building capacity for effective resettlement/rehabilitation practices. The Centre for Excellence in Land Acquisition, Resettlement and Rehabilitation(CMLARR), ASCI, established with the support of the World Bank and AusAID has been conducting announced/customized training programmes on “Improved Management of Land Acquisition, Resettlement & Rehabilitation (MLARR)" for Senior IAS Officers, World Bank supported Projects, ADB supported Projects, Government organisations and several public sector organizations like NTPC, NHDC, NHPC, Coal India Ltd, DFCCIL, NPCIL etc. About 1500 dedicated R & R officials have been trained at ASCI during the last couple of years.

The CMLARR training module, widely acknowledged as the most advanced in the South Asian region, provides a comprehensive and integrated approach to R & R training. The dedicated Centre for organized capacity building and research aims at creating a technically qualified pool of professionals who are completely equipped to deal with the land acquisition and R & R process in an effective manner. The course provides a comprehensive understanding of the legislative framework, land valuation techniques, impact assessment procedures, good practices in LARR, operational knowledge to plan and monitor Resettlement Action Plans and Livelihood Restoration Plans,  develop Terms of References for Baseline/Social Impact Assessment studies for the consulting organizations etc. These initiatives are aimed at supporting the organizations to significantly improve the management of land acquisition process and in addressing the potential conflicts that has been stalling several infrastructure projects.

The Regional LARR Documentation Centre (RDC) serves as a bank of information on the subject. The RDC collects, stores and disseminates information on current happenings and research in land acquisition, resettlement for the benefit of various stakeholders. The Documentation Centre has a membership of DELNET (Developing Library Network) to promote the sharing of resources at national and international level. It provides access to databases such as Reports, Articles, Books, List of Current Periodicals and Bibliographic Database.
